The state flag of Virginia has a very Roman flare to it. The designers of the seal/flag did not want the seal to look anything like the seals of England and being Roman Republic enthusiasts they chose characters from Roman mythology. Virtus is depicted as a figure of peace who has already won the battle and sheathed her weapons. Tyranny, representing England, lies beneath her foot with his crown cast aside. The broken chain and useless whip representing that the hold of control and tyranny have been broken. The Latin motto on the seal, "Sic semper tyrannis" means, "Thus always to tyrants."
