The plate was bigger than I thought, but after talking to the seller, he agreed to process a refund.

Customer evidently did not realize that the license plate with U.S. mounting holes is the exact dimensions as the official Chinese license plate. (440 x 140 mm) As a courtesy, we issued a refund and let him keep the product.
