In the center of the flag is the West Virginia coat of arms. A rock in the center is inscribed with the date June 20,1863, the date West Virginia became a state. On either side of the rock is a farmer and a miner the two principal industries of the state. On the ground in front of the rock are two crossed rifles and a cap of liberty representing the fight of West Virginia for its liberty. Across the bottom is the state moto, "Montani Semper Liberi" meaning "Mountaineers are always Free."
